Highline Water District's mission is to provide high-quality water and excellent customer service while effectively managing our infrastructure to ensure a reliable water system today and for future generations. In compliance with the Environmental Protection Agency (EPA) and Washington State Department of Health (DOH), we are proud to report that we have not identified any lead service lines within the Highline water distribution system.
EPA's Lead and Copper Rule Revisions, published in 2021, require all Community Water Systems, including Highline Water District, to prepare and submit an inventory of Lead Service Lines (LSLs) to DOH, in 2024.
How The District Investigate Services in Our System
We used the following four criteria to confirm that there is no lead in our distribution system:
1. District Records & GIS Database: The District maintains an extensive database that includes most of the material types for district-owned service lines.
2. Service Line Installation Date: Lead was removed from King County's approved material list in the 1957 plumbing code (per King County Resolution 16802). All service lines installed after this resolution are classified as non-lead.
3. Service Line Size: Lead pipes used for water services were typically 2 inches or smaller. Service lines larger than 2 inches are classified as non-lead.
4. Statistical Modeling & Inspections: We performed physical inspections by potholing water services, representing a sample of the remaining "unknown" materials in our system. None of these inspections revealed lead, allowing us to classify the remaining services as non-lead with over 95% certainty.
Ongoing Maintenance and Customer Involvement
Although the District has completed its initial inventory,
we will continue to maintain and update service line information as
additional investigations occur.
